Appeal concerning the Ecopark project in Hung Yen, Vietnam
 

Dear Sirs,

We the undersigned, as a group of concerned academics and professionals from all over the world, wish to draw your attention to the shocking event that recently took place in Van Giang district of Hung Yen province, Vietnam. The incident concerns the Ecopark development project, of which British University Vietnam (a collaboration of the University of London International Programmes and Staffordshire University) is a major lessee, and we therefore appeal to you to take appropriate action.

On April 24th 2012 about three thousand riot police clashed with impoverished Van Giang villagers who had gathered to protest against the forced seizure of their land for the luxury residential complex Ecopark. The police used clubs to savagely beat the protesters, dozens of whom were detained afterwards. Some links to the incident and related news are provided at the end of this letter.

The 8.2 billion USD Ecopark project is located only about 10 km (6 miles) from the very centre of Hanoi, within a region being developed as a high class suburban area, leading to vertiginous price rises. The developed land is being advertised or traded at rates ranging from 1000 to 2000 USD/m2 with shell buildings, or about half of that for land only. Clearly only the most privileged can afford this. However, the villagers are offered only 6 USD/m2. Since each family lived and worked on an average of 350 m2 of land, their “compensation package” works out to about USD 2000 per family, a meagre sum for the loss of their abode and livelihood. This amount would sustain a family of four for at most a few months.

In addition to the physical loss of livelihood, the villagers will suffer deep emotional loss being wrenched from their ancestral land, which generations of their families have cultivated and where many of their forebears were buried. Indeed, after the police dispersed the protestors, developers immediately moved in and dug up the ground, desecrating many graves. All villagers could do was to pick up bits of their forefathers’ bones from the ground, as though a tsunami had passed through their land.

The heartless treatment of the Van Giang villagers by developers and authorities alike is unacceptable to all civilised people. While conflicts between developers and landowners often arise, they should be resolved by peaceful negotiation and impartial arbitration, with due process of law and without resort to force, and the dispossessed landowners should be adequately compensated taking into account their physical and emotional losses. None of this has happened here.

The Van Giang incidents have caused widespread revulsion in Vietnam and abroad. Thousands of people from all walks of life have signed a public letter of protest (see link below). In the mind of all informed Vietnamese, Ecopark has become a symbol of heartless greed and repression.

British University, the University of London and Staffordshire University cannot remain indifferent to the callous acts perpetrated by the authorities and the developers. We appeal to you to do your utmost to pressure Viet Hung Urban Development & Investment J.S.C (VIHAJICO), the developer of Ecopark, to apologise and offer equitable compensation to the Vietnamese landowners. An equitable compensation package should at the very least, in addition to monetary compensation, have due regard to the villagers’ immediate and long term livelihood, their training for new job skills and the education of their children. All this could be funded with a tiny percentage of the total project cost, provided it is carefully targeted. If VIHAJICO fails to take appropriate measures, we urge you to immediately terminate your relationship with your Vietnamese partners and withdraw forthwith from the Ecopark project. Of all institutions a British university is expected to uphold the highest standards of ethics and social responsibility, and we trust that you will not fail to fulfil your moral obligation.

We look forward to your response and would appreciate being kept informed of progress in this matter.

Chúng tôi, một nhóm người quan tâm thuộc giới đại học và chuyên nghiệp, viết thư này để lưu ý quí vị về sự cố đáng ghê sợ ở huyện Văn Giang (Hưng Yên, Việt Nam). Sự cố này liên quan đến dự án phát triển Ecopark nơi mà British University đã thuê một mảnh đất lớn, vì vậy chúng tôi kêu gọi quí vị có hành động thích hợp.

Ngày 24/4/2012 khoảng 3.000 cảnh sát đụng độ với dân làng Văn Giang khi những người này tụ tập để phản đối việc cưỡng chế đất đai của họ cho dự án khu dân cư sang trọng Ecopark. Cảnh sát đã dùng gậy đánh đập dã man những người biểu tình rồi bắt giữ hàng mấy chục người. Ở cuối lá thư này chúng tôi xin cung cấp một số tài liệu trên mạng về các sự kiện và tin tức liên quan.

Dự án Ecopark trị giá 8,2 tỷ USD chỉ cách trung tâm Hà Nội khoảng 10 km, trong một vùng đang được phát triển thành khu vực ngoại ô cao cấp, dẫn đến tăng giá chóng mặt. Đất sắp phát triển đang được quảng cáo hoặc mua bán với giá 1000 đến 2000 USD/m2 có xây thô, còn đất không thì khoảng nửa giá đó. Rõ ràng chỉ có giới thượng lưu mới đủ khả năng mua. Tuy nhiên, dân làng chỉ được trả có 6 USD/m2. Trung bình mỗi gia đình sống và làm việc trên khoảng 350 m2 đất, tức là họ chỉ được trả khoảng 2000 USD cho mỗi gia đình, một số tiền ít ỏi không thể đền bù cho việc mất nơi cư trú và sinh kế của họ. Số tiền này chỉ đủ cho một gia đình sinh sống một vài tháng.

Ngoài sự mất sinh kế, dân làng còn bị mất mát tình cảm sâu đậm vì phải chia lìa mảnh đất tổ tiên của họ, mà nhiều thế hệ đã canh tác và nơi cha ông của họ chôn cất. Thật vậy, ngay sau khi cảnh sát giải tán những người biểu tình, các nhà phát triển lập tức tiến vào đào sới, phá hủy nhiều ngôi mộ. Dân làng chỉ còn cách đi nhặt những mảnh xương của tổ tiên của họ. Cảnh tượng trông như một cơn sóng thần vừa tràn qua.

Cách đối xử nhẫn tâm với dân làng Văn Giang của nhà phát triển đất và chính quyền là một cách hành xử mà tất cả những người văn minh không thể chấp nhận được. Xung đột giữa các nhà phát triển đất và chủ đất là chuyện thường có, nhưng chúng phải được giải quyết bằng đàm phán hòa bình và phân xử không thiên vị, theo thủ tục pháp định, không được dùng vũ lực, và người bị giải tỏa đất phải được đền bù thỏa đáng cho sự mất mát vật thể và tình cảm. Nhưng những chuyện đó đã không hề xảy ra trong dự án này.

Sự cố Văn Giang đã gây ghê tởm ở khắp trong và ngoài nước. Hàng ngàn người từ mọi tầng lớp đã ký một lá thư ngỏ phản đối (xem liên kết bên dưới). Dưới mắt tất cả những người Việt Nam hiểu biết, Ecopark đã trở thành một biểu tượng của sự tham lam bất nhân và sự đàn áp.

British University, ĐH London và ĐH Staffordshire không có thể thờ ơ với các hành vi nhẫn tâm của nhà chức trách và nhà phát triển. Chúng tôi kêu gọi quí vị làm hết sức mình áp lực Việt Hưng Công ty Cổ phần Đầu tư Phát triển Đô thị (VIHAJICO), nhà phát triển Ecopark, để họ xin lỗi và đưa ra một đề nghị bồi thường xứng đáng cho các chủ đất. Một gói bồi thường xứng đáng, ngoài khía cạnh tiền tệ, ít nhất cũng phải quan tâm thích đáng đến sinh kế của dân làng ở ngay trước mắt cũng như trong tương lai lâu dài, và phải lo việc đào tạo nghề nghiệp cho họ và giáo dục con em của họ. Tất cả những điều này có thể làm được mà chỉ cần một tỷ lệ nhỏ của tổng chi phí dự án, miễn là nhắm đúng mục tiêu. Nếu VIHAJICO không có biện pháp thích hợp thì xin quí vị hãy ngay lập tức chấm dứt mối quan hệ với các đối tác Việt Nam của quí vị và rút lui ngay khỏi dự án Ecopark. Trong tất cả các tổ chức trên thế giới, mọi người đều biết đại học Anh là nơi duy trì các tiêu chuẩn cao nhất về đạo đức và trách nhiệm xã hội, và chúng tôi tin tưởng rằng quí vị sẽ thực hiện nghĩa vụ này.

Chúng tôi mong được thư trả lời của quí vị và mong sẽ được được quí vị thông tin về những tiến triển trong vấn đề này.

However, as one of the main partners in the Ecopark project and its exclusive sales agent, Savills cannot wash its hands off the callous acts perpetrated by the authorities and the developers.

We appeal to you, as executives and officials of a reputable global corporation, to do your utmost to pressure your Vietnamese partner Viet Hung Urban Development & Investment J.S.C (VIHAJICO), the developer of Ecopark, to apologise and offer equitable compensation to the Vietnamese landowners. An equitable compensation package should at the very least, in addition to monetary compensation, have due regard to the villagers’ immediate and long term livelihood, their training for new job skills and the education of their children. Kính gửi ban điều hành Savills,

Chúng tôi, một nhóm người quan tâm thuộc giới đại học và chuyên nghiệp, viết thư này để bày tỏ sự phẫn khích với cách đối xử tồi tệ mà các chủ đất nghèo ở huyện Văn Giang (Hưng Yên, Việt Nam) đã phải hứng chịu, liên quan đến dự án phát triển Ecopark mà công ty của quí vị là một đối tác chiến lược. Chúng tôi kêu gọi quí vị có hành động thích hợp, phù hợp với ý thức trách nhiệm xã hội.

Ngày 24/4/2012 khoảng 3.000 cảnh sát đụng độ với dân làng Văn Giang khi những người này tụ tập để phản đối việc cưỡng chế đất đai của họ cho dự án khu dân cư sang trọng Ecopark. Cảnh sát đã dùng gậy đánh đập dã man những người biểu tình rồi bắt giữ hàng mấy chục người. Ở cuối lá thư này chúng tôi cung cấp một số tài liệu mạng về các sự kiện và tin tức liên quan.

Dự án Ecopark trị giá 8,2 tỷ USD chỉ cách trung tâm Hà Nội khoảng 10 km, trong một vùng đang được phát triển thành khu vực ngoại ô cao cấp, dẫn đến tăng giá chóng mặt. Đất sắp phát triển đang được quảng cáo hoặc mua bán với giá 1000 đến 2000 USD/m2 có xây thô, còn đất không thì khoảng nửa giá đó. Rõ ràng chỉ có giới thượng lưu mới đủ khả năng mua. Tuy nhiên, dân làng chỉ được trả có 6 USD/m2. Trung bình mỗi gia đình sống và làm việc trên khoảng 350 m2 đất, tức là họ chỉ được trả khoảng 2000 USD cho mỗi gia đình, một số tiền ít ỏi không thể đền bù cho việc mất nơi cư trú và sinh kế của họ. Số tiền này chỉ đủ cho một gia đình sinh sống một vài tháng.

Ngoài sự mất sinh kế, dân làng còn bị mất mát tình cảm sâu đậm vì phải chia lìa mảnh đất tổ tiên của họ, mà nhiều thế hệ đã canh tác và nơi cha ông của họ chôn cất. Thật vậy, ngay sau khi cảnh sát giải tán những người biểu tình, các nhà phát triển lập tức tiến vào đào sới, phá hủy nhiều ngôi mộ. Dân làng chỉ còn cách đi nhặt những mảnh xương của tổ tiên của họ. Cảnh tượng trông như một cơn sóng thần vừa tràn qua.

Cách đối xử nhẫn tâm với dân làng Văn Giang của nhà phát triển đất và chính quyền là một cách hành xử mà tất cả những người văn minh không thể chấp nhận được. Xung đột giữa các nhà phát triển đất và chủ đất là chuyện thường có, nhưng chúng phải được giải quyết bằng đàm phán hòa bình và phân xử không thiên vị, theo thủ tục pháp định, không được dùng vũ lực, và người bị giải tỏa đất phải được đền bù thỏa đáng cho sự mất mát vật thể và tình cảm. Nhưng những chuyện đó đã không hề xảy ra trong dự án này.

Sự cố Văn Giang đã gây ghê tởm ở khắp trong và ngoài nước. Hàng ngàn người từ mọi tầng lớp đã ký một lá thư ngỏ phản đối (xem liên kết bên dưới). Dưới mắt tất cả những người Việt Nam hiểu biết, Ecopark đã trở thành một biểu tượng của sự tham lam bất nhân và sự đàn áp. Chúng tôi chắc chắn đây không phải là mục đích ban đầu của công ty quí vị khi quí vị đồng ý tham gia vào dự án này. Tuy nhiên, là một trong những đối tác chính và đại lý độc quyền bán đất cho Ecopark, Savills không thể làm lơ với những hành vi nhẫn tâm của nhà chức trách và nhà phát triển.

Chúng tôi kêu gọi quí vị, trên cương vị những người điều hành của một công ty toàn cầu có uy tín, hãy cố gắng hết sức mình để gây áp lực lên Công ty Cổ phần Đầu tư và Phát triển Đô thị Việt Hưng (VIHAJICO), nhà phát triển Ecopark, để họ xin lỗi và đưa ra một đề nghị bồi thường xứng đáng cho các chủ đất. Một gói bồi thường xứng đáng, ngoài khía cạnh tiền tệ, ít nhất cũng phải quan tâm thích đáng đến sinh kế của dân làng ở ngay trước mắt cũng như trong tương lai lâu dài, và phải lo việc đào tạo nghề nghiệp cho họ và giáo dục con em của họ. Tất cả những điều này có thể làm được mà chỉ cần một tỷ lệ nhỏ của tổng chi phí dự án, miễn là nhắm đúng mục tiêu. Nếu VIHAJICO không có biện pháp thích hợp thì xin quí vị, với tư cách một công ty có ý thức trách nhiệm xã hội, hãy ngay lập tức chấm dứt mối quan hệ với các đối tác Việt Nam của quí vị và rút lui ngay khỏi dự án Ecopark.

Chúng tôi mong được thư trả lời của quí vị và mong sẽ được được quí vị thông tin về những tiến triển trong vấn đề này.

  1. Tôi đọc xong bài viết này , tôi cảm thấy buồn thay những con người ở trong và ngoài nước đang dã tâm với âm mưu lật đổ chính phủ hiện nay . Với dã tâm của họ đã sử dụng những người dân vô tội để cuốn họ vào theo luồng phản động của những kẻ muốn cướp nước mà đặc biệt là những thành viên của danchimviet.info . Tôi muốn nhắn nhủ với những người đã , đang và sẽ ghé chân vào danchimviet.info rằng : ” đừng để những kẻ phản động lôi kéo bạn , hay tin tưởng vào đất nước , quê hương mình “

      Tôi thấy cái tên “Tôi yêu Việt Nam” tôi thiệt có cảm tình nên tôi mớI viết vài giòng cho bạn đây :
      Tôi thì tôi không biết bạn học lớp mấy, làm đến chức vụ gì, ở đâu…,nhưng xem ra bạn chỉ mớI biết đọc và biết viết mà thôi chớ chưa biết nhìn thấy sự thật, chưa biết nghe sự thật và nhất là chưa biết phân biệt sự thật là gì. Đã là như vậy thì tôi nhân danh là môt ngườI Việt Nam thuần tuý ( nghĩa là không nói chuyện chính trị trong vấn đề nầy ) tôi khuyên bạn nên cố gắng tập nghe, tập nhìn, và tập suy nghỉ thêm, dần dần sẻ tự hiểu, sau khi hiểu rỏ vấn đề rồi mớI mở lờI khuyên lơn kẻ khác.

  2. Thật đáng chán và hơi cảm thấy mắc cỡ với các Trí thức VN xa-lông ký thư “thỉnh nguyện” gởi đến hai ba nơi. Quý Đồng bào đừng vội bảo tôi thọc gậy bánh xe nha. Vì tôi nghĩ rằng trong những cuộc biểu tình ở Saigon và ở Hanoi sao không thấy những gương mặt cao sang đáng kính đó xuất hiện. Bọn cs độc tài không coi khinh quý vị trí ngủ đó thì tôi chết liền. Quý vị trí thức đó cũng same same Trần văn Khê, Ngô Bảo Châu… ấy mà. 90 triệu con dân VN ngày nay đòi hỏi những Trí Thức VN phải trả nợ cho Xã hội thật xứng đáng, phải biết chọn thế Đứng Mũi Chịu Sào cho Dân tộc và Tổ quốc VN trong tình thế Dầu Sôi Lửa Bỏng này.

    Đây chỉ là giãi pháp tạm thờI để xoa dịu sự bất mản của nạn nhân, căn bản gốc là bọn lãnh đạo CSVN nếu chưa nhỗ tận gốc bưng tận rể những bọn tham lam gian ác thì những trường hợp Văn Giang khác sẽ tiếp diễn dài dài. Chờ xem.
